Scope of work summary
The Executive Director will provide managerial and technical oversight of the overall EAA activities. The Executive Director will oversee the planning and implementation of the USAID Improved Anesthesia Education and Training (IAET) interventions to ensure the attainment of program targets. S/he will also manage relationships with Jhpiego-Ethiopia, donors, international NGOs, the in-country sister associations, and facilitate the relationship with the Ministry of Health (MOH), anesthesia higher education institutions (HEIs), health facilities, and other partners. S/he will ensure that all program deliverables are met on time, within scope, and budget. S/he will explore potential sources of support and new project developments to strengthen the EAA’s capacities. S/he will supervise all EAA staff (including those working under IAET) and report to the Executive Board and President.
Major duties & responsibilities
Leadership
Provide overall leadership of the EAA at the head office and regional chapter office levels
Provide programmatic leadership for the IAET and other EAA activities, ensuring programs and projects’ technical and financial integrity to achieve goals, objectives, and targets.
Contribute to the development of innovative program approaches and interventions.
Maintain excellent relationships with MOH, donors, international NGOs (including Jhpiego), sister associations, other partners, and stakeholders, and identify and build relationships with new stakeholders.
Lead technical advocacy efforts with the MOH and key stakeholders
Represent EAA at different levels.
Provide technical input for program interventions to ensure activities, approaches, and materials reflect the latest evidence.
Ensure organizational and donor compliance and adherence to policies and guidelines, as well as that all relevant government regulations are understood and followed.
Lead the annual work planning process, working closely with partners.
Ensure effective resource planning and oversee the EAA and program budgets
Establish staff recruitment, selection, and promotion committees.
Coordinate EAA staff recruitment (selection), appraisal promotion, demotion, and dismissal.
Management
Develop and monitor overall EAA and IAET work plans, make budgetary decisions, monitor the implementation of activities, and ensure that program deliverables are met.
Supervise EAA technical and administrative staff and participate in their performance reviews.
Provide capacity-building guidance to supervisees and other team members
Report any gaps in delivering program and project deliverables to the executive board on time and propose and implement strategies to mitigate gaps.
Present quarterly, semi-annually, and annual financial and performance reports to the executive board.
Administer properties of the association.
Maintain an updated file of the association members and ensure that all dues are collected on time.
Oversee and coordinate workshops, annual conferences, and continuing education programs.
Acts upon all decisions made by the executive board.
Together with other signatories, sign financial files (expenses in line with the association’s financial policy).
Ensure that all procurement orders and purchases are executed within the allocated budget and as per the finance and procurement policy.
Recommend authorization of final payments to suppliers and contractors in consultation with the executive board.
Keep and control EAA’s financial and human resources (administrative wing and project wing).
Communication and Knowledge Management
Document successes, lessons learned, and challenges in program implementation, as well as reports of program/ project activities and results and report to the responsible stakeholders, including donors
Identify project success stories and collaborate with others (including communication teams at Jhpiego) to develop stories for internal or external publications
Actively participate in relevant Technical Working Group Meetings and represent the EAA and IAET in professional forums by participating and presenting in pertinent meetings and conferences, and networking in professional circles when delegated.
Foster a culture of use of data for decision-making, and critical analysis of data to modify or scale up implementation approaches and modalities; ensure its application across EAA activities
Contribute to project outcome documentation, including abstracts for conferences and peer-reviewed journals
Signs on EAA communications, except on those which are law and policy-related
New program developments
Identify strategic opportunities for IAET and potential areas for expansion of EAA projects and make recommendations to pursue these opportunities.
Develop projects in collaboration with the IGA officer, project coordinator, and executive board.
Other duties as assigned by the executive board and the president.
Reporting structure
Position reports to: Executive Board/ President.
Position supervised: EAA technical and administrative staff.
Work context
Working conditions: Most work will be done in the office, but travel to different parts of the country, including chapter offices across different regions, may be required.
Duration: For one year with a potential extension based on performance

About You
Education and qualifications
MSc or MPH in any health or other equivalent field;
A minimum of 5 years relevant experience from which a minimum of 2 years in administrative positions;
Demonstrated ability to manage projects and budgets;
Demonstrated in-depth understanding of Ethiopia’s healthcare systems and the country’s context, within the anesthesia and surgical care programming context;
Proven skills and expertise in program planning, implementation, and management, including preparation of training materials, job aids, guidelines, etc.;
Excellent verbal, written, interpersonal, and presentation skills in English;
Excellent skills in facilitation, team building, and coordination;
Ability to work in a complex environment charged with multiple tasks, short deadlines, and intense pressure to perform;
Motivated, passionate, and hardworking.
Desired Criteria (An Asset)
Experience in health-related project activities and NGOs.
