About MCGL PSE Award
At the global level, MOMENTUM Country and Global Leadership (MCGL) is a five-year project funded by the U.S. Agency for International Development (USAID) to provide targeted MNCH/FP/RH technical and capacity development assistance (TCDA) to countries to sustainably scale up Integrated, Quality Maternal, Newborn, Child Health and Family Planning and Reproductive Health (MNCH/FP/RH) Services.
Over the past two decades, the Government of Rwanda has made impressive progress in health outcomes. For instance, life expectancy increased from 50 to 70 years, under-5 mortality dropped from 152 to 45 deaths per 1,000 live births, maternal mortality decreased from 1071 to 203 per 100,000 live births and 94% of births are assisted by a skilled healthcare provider (NISR, 2021a; NISR, 2021b, NISR 2022). However, further investment is needed to strengthen Rwanda’s health workforce and achieve the health Sustainable Development Goal (SDG) targets. The density of doctors, nurses and midwives in Rwanda is 1 healthcare worker for 1,000 people, which is well under WHO’s recommended ratio of 4.45 healthcare workers for 1,000 people (WHO, 2023).
To address this gap, the new Health Sector Strategic Plan (V) of the Ministry of Health (MOH) outlines an ambitious “4X4’ HRH reform to quadruple the number and improve quality of health workers in four years from 2023 to 2028. The MCGL PSE award in Rwanda supports the 4×4 strategy by contributing to increased number and quality of midwives, nurses and non-physician anaesthetist (NPAs) through provision of scholarships; and partnering with training institutions to improve the quality of training by addressing the existing gaps such as a high student to faculty ratios and addressing skills and competency gaps among faculty and clinical preceptors, among others.

Summary Scope of Work:
In collaboration with the MOH, the MCGL PSE project provides Technical and Capacity Development Assistance (TCDA) to contribute to increasing the number and improving the quality of Human Resources for Health (HRH) critically needed for Rwanda to meet its Sustainable Development Goals (SDG) for health in line with the objectives of the HSSP5 and 4×4 strategy. To accomplish this, MCGL does not only provide support for pre-service education of midwives, non-physician anesthetists, and nurses but also increase the quantity and quality of faculty in selected programs and improve capacity and competencies of faculty at selected teaching institutions and related clinical practice sites. To improve the capacity and competencies of the faculty at teaching institutions, MCGL engages regional and global professionals who represent a significant resource for Rwanda’s healthcare education system. The faculty exchange fosters partnerships both regionally and globally as well as exchange of knowledge, innovations, and best practices. On a short-term basis (3-6 months), MCGL is hiring professionals who will be facilitated to provide TCDA to faculty and clinical preceptors in anesthesiology at Kibogora Polytechnic Institute.

Roles and Responsibilities:
- Prepare plan for teaching and learning
- Deliver didactic learning in the classroom
- Facilitate and supervise learning in clinical skills labs, clinical practice sites and community outreach sites
- Design and conduct student knowledge, skills and attitude assessment
- Monitor and revise teaching and learning based on student feedback
- Participate in curriculum/course/module review and strengthening
Required Qualifications:
- Master’s degree in anesthesia
- At least five years of experience as a teaching faculty in classroom, skills lab and clinical environments
- Clinically active and proficient in clinical competencies
- Training on teaching, learning and assessment methods
- Fluency in English language
